Describes something that belongs to a subculture or a secret, often political or artistic movement that operates outside established society or the mainstream.

'Untergrund', by contrast, describes a scene or movement that works outside the recognized public sphere or the mainstream, often more hidden or independent. So 'offiziell' fits with permits, statements, and public offices. 'Untergrund' fits more with music, art, or political groups that are not part of normal public structures.
