'Vermerken' (to note) is an inseparable verb. The prefix 'ver-' remains firmly attached to the stem verb 'merken' (to notice/remember) in all tenses and sentence constructions.

She immediately noted the appointment in her calendar.
The verb 'vermerken' (to note) always requires an accusative object (what is being noted?). It is often followed by a preposition that indicates the place of the note, e.g. 'in' + dative or 'auf' + dative.

This verb belongs to formal language. It is often used in official, administrative, or business contexts, for example in minutes, files, or official documents.

to hold / record
Festhalten and vermerken can both refer to recording information in writing. Festhalten is more general and also includes visual or audio recordings. Vermerken refers to a written note and sounds more formal, especially when recording official information.
