'vermieten' is very specific: it means use in exchange for rent, often with an apartment, a house, a room, or a vehicle. 'überlassen' is more general and does not automatically say that money is paid. It can also be meant in a friendly, private way, or without a fixed contract. If rent is paid regularly, 'vermieten' is the right word. If you only want to say that someone is allowed to use something, 'überlassen' is often a better fit.
