'der Vertreter' and 'der Vize' can both refer to a person who replaces or supports another person in a role. 'Vertreter' is neutral and general: someone temporarily takes over another person's tasks. 'Vize' is more colloquial and usually refers to a fixed deputy position, for example 'Vizepräsident' (vice president) or 'Vizekanzler' (vice chancellor). The words can be confused because both have to do with standing in for someone.
