'der Politiker' and 'der Volksvertreter' can refer to the same person, for example an elected member of parliament. However, 'Politiker' is more general: it can be any person who works professionally in politics. 'Volksvertreter' emphasizes that the person was elected by the people and is supposed to represent citizens' interests in a parliament or political institution. The words can be confused because many elected representatives are also politicians. To be precise: every Volksvertreter is normally a politician, but not every politician is automatically a Volksvertreter.
