A binding rule, instruction, or provision that specifies how something is to be done or how one must behave.

The noun 'die Vorschrift' (regulation) comes from the verb 'vorschreiben' (to prescribe / to stipulate). It therefore describes something that someone has been 'vorgeschrieben' (prescribed) to follow.

Regel and Vorschrift can both specify how one should behave. Vorschrift usually sounds more formal and explicitly obligatory, while Regel also fits requirements in less official situations. For an official or government-issued provision, Vorschrift is therefore often more precise.
