The word is derived from the verb 'auflegen' (to put on / to impose). This origin explains the different meanings: you 'put' paper onto the printing press (print run), an authority 'imposes' a condition on someone (rule), or a beam 'rests on' a wall (support surface).

The words can be confused when a book has been revised. In that case, you can speak of a new version, but in the book trade 'neue Auflage' (new edition) often sounds more precise.
