'Zeitrechnung' actually means a system by which years are counted. Figuratively, however, it can also mean a new era that begins after an important event. In this figurative sense, 'Zeitrechnung' sounds stronger and more solemn than 'Abschnitt'. For ordinary phases, 'Abschnitt' is more natural; 'eine neue Zeitrechnung' (a new era) is used more when something changes fundamentally.
