Instead of an accusative object, 'zusichern' (to assure) can also be followed by a subordinate clause with 'dass' (that) or an infinitive construction with 'zu' (to). The person remains in the dative.

Both words can express a binding statement about an upcoming result. zusichern explicitly directs this personal or institutional assurance to someone, while garantieren places greater emphasis on the result certainly occurring. Use zusichern when there is a recipient, and garantieren when the certainty of the statement is the focus.
