'empfehlen' and 'anpreisen' can both speak positively about something. 'empfehlen' usually sounds honest and factual: you advise someone to choose or do something because you think it is good. 'anpreisen' sounds stronger and often like advertising. Something is praised very clearly, sometimes also in an exaggerated or pushy way. Learners may confuse the words because both contain a positive evaluation. If you are giving a friend advice, 'empfehlen' fits. If someone wants to sell or strongly advertise something, 'anpreisen' is more appropriate.
