Separable verb
'Ansteuern' (to head for/to control) is a separable verb. The prefix 'an-' goes at the end in a main clause. In subordinate clauses and in the infinitive with 'zu', the verb stays together.
EXAMPLE
Das Schiff steuert den Hafen von Hamburg an.
The ship is heading for the port of Hamburg.
Use with accusative
The destination that one 'ansteuert' (heads for/controls) is always a direct object in the accusative. You do not need a preposition like 'zu' (to) or 'nach' (to).

Der Pilot steuert die Landebahn an.
The pilot is heading for the runway.
Context clue
The context makes the meaning clear. If it is about vehicles and geographical destinations, such as harbors, cities, or coasts, literal movement is meant. If it is about technology, such as drivers, memory, or devices, activation within a system is meant.

Next, we are heading for the small island in the south.
Technical language
The meaning 'etwas aktivieren' (to activate something) is typical of technical and computer science language. It is rarely used in normal everyday speech.
