'der Eigentümer' and 'der Anteilseigner' both have to do with ownership. 'Eigentümer' is a general word for someone who legally owns an object or a company. 'Anteilseigner' is more specific: this person owns shares in a company and is therefore a full or partial co-owner. The words can be confused because shareholders are also owners in a broader sense. When talking about ownership in general, you say 'Eigentümer'. When talking about stocks, business shares, or co-ownership of a company, 'Anteilseigner' is more precise.
