'die Regelung' and 'das Arrangement' can both describe an agreement used to organize a matter. 'Arrangement' fits better when people find a practical solution or agreement that works for everyone. Learners may confuse the words because both can mean an agreement. If it is strict and binding, 'Regelung' is more precise; if it is about a flexible agreement, 'Arrangement' fits better.
