'stolz' and 'arrogant' both have to do with the image someone has of themselves. The most important difference is the evaluation. 'stolz' can be positive when you are happy about an achievement or aware of your dignity. 'arrogant' is always negative: an arrogant person considers themselves better than others and shows it. Learners may confuse the words because 'stolz' can sometimes also sound negative if someone seems too convinced of themselves. As a guide: joy about an achievement is 'stolz'; looking down on others is 'arrogant'.
