The word can also be used as an adverb to describe how an action is carried out. It then remains unchanged after the verb.
Er hat sich mir gegenüber sehr beleidigend verhalten.

Arrogant describes a condescending attitude in which someone considers themselves better or more important. Beleidigend, by contrast, describes the hurtful effect of words or actions on others. Arrogant behavior can be offensive, but it is not always offensive.
