'Auswirken' (to affect) is a separable verb. The prefix 'aus' comes at the end in a main clause. In subordinate clauses and in the infinitive with 'zu', the verb stays together.

This verb is always reflexive ('sich auswirken') and is used with the preposition 'auf' and the accusative. You cannot say 'etwas wirkt jemanden aus'.

Both words say that a measure has consequences for something. Beeinflussen is used actively with an accusative object and emphasizes the effect on a target. Sich auswirken auf focuses more on the consequences of an action or event. Choose beeinflussen for the active influence and sich auswirken for its consequences.
