'das Gerät' and 'das Elektrogerät' both mean a technical object with a specific purpose. The difference is: 'Gerät' is more general. It can be electrical, but it does not have to be. 'Elektrogerät' says more precisely that the device runs on electricity, a rechargeable battery, or a battery. That is why people often say 'Elektrogerät' for a vacuum cleaner, toaster, or television. For a simple tool or a mechanical apparatus, 'Gerät' is more likely to fit. The words can be confused because many modern devices are electrical.
