'wachsend' and 'entwickelnd' both have to do with change, but they emphasize different things. 'wachsend' means that something is becoming larger, more numerous, or stronger. 'entwickelnd' describes more that something is in a process of change. It does not necessarily have to become larger. In natural German, people often use 'sich entwickelnd', for example 'ein sich entwickelnder Markt' (a developing market). For a clear increase, 'wachsend' is more natural; for an ongoing development process, 'entwickelnd' fits better.
