'sehen' and 'glotzen' both have to do with looking. 'sehen' is the neutral word: you perceive something with your eyes or watch a film. 'glotzen' is very colloquial and often negative. It can mean that someone stares for a long time and impolitely, or that someone watches TV passively for a long time. Learners may confuse the words because both describe a kind of looking. But 'glotzen' does not fit in polite or neutral situations. If you do not want a negative tone, use 'sehen'.
