'Herausgekommen' is the past participle of the separable verb 'herauskommen' (to come out). It is made up of 'heraus' (out) and 'kommen' (to come). All meanings have to do with the idea that something 'comes outward'.

Since 'herauskommen' (to come out) describes a change of state or movement, the present perfect is always formed with the auxiliary verb 'sein' (to be). So say 'es ist herausgekommen' (it has come out), not 'es hat herausgekommen'.

When it is about a result, the preposition 'bei' is often used to describe the process. The pattern is: 'Bei [Prozess] ist [Ergebnis] herausgekommen.' (In/During [process], [result] came out.)
