'ziehen' and 'hinziehen' can both have to do with moving to a new place or with something lasting a long time. When talking about where someone lives, 'ziehen' can mean that someone moves to another apartment, city, or country. 'hinziehen' puts more emphasis on the destination: someone moves to a specific place. In the reflexive form, there is another similar use: 'sich ziehen' and 'sich hinziehen' mean that something takes a long time. 'sich hinziehen' often sounds as if it is taking longer than expected. The words are easy to confuse because 'hinziehen' is formed from 'ziehen', but it is often more precise or more specific.
