The authority responsible for administering a Landkreis or Kreis (district) in Germany. It handles public tasks at district level that are not taken over by the individual towns and municipalities.

The word is made up of 'Kreis' (district) and 'Verwaltung' (administration). A 'Kreis' or 'Landkreis' is an administrative unit in Germany, similar to a district. So it literally means the 'Verwaltung des Kreises' (administration of the district).
Die Kreisverwaltung ist für die Organisation des öffentlichen Nahverkehrs zuständig.

'der Landrat' and 'die Kreisverwaltung' both belong to the administration of a Landkreis (rural district). The most important difference is: 'der Landrat' is actually the leading person, the district administrator. 'die Kreisverwaltung' is the authority with its offices and employees, the district administration. Because 'der Landrat' is sometimes also used briefly to mean the Landratsamt or the authority, the words can seem similar. But the precise and neutral distinction is: for a person, say 'der Landrat'; for the whole administration, say 'die Kreisverwaltung'.
