'Institut' and 'Labor' can both have to do with science and research, but they do not mean the same thing. An 'Institut' is an institution or department where research or teaching takes place. A 'Labor' is a room or building with special equipment where experiments and analyses are carried out. So you can work at an institute and use a laboratory there. The confusion arises because many institutes have laboratories. If you mean the organization, you say 'Institut'. If you mean the room for experiments, you say 'Labor'.
