'die Menge' and 'die Meute' can both refer to a group of people. 'die Menge' is neutral and simply describes many people in one place. 'die Meute' is derogatory when used for people: it refers to a loud, chaotic, or aggressive group. So the word sounds clearly more negative. Learners may confuse the words because both occur with large groups. But 'Meute' should not be used neutrally if you just mean many people. For a normal gathering of people, 'Menge' is appropriate. 'Meute' only fits when the group really seems wild, loud, or threatening.
