'der Antrag' and 'die Motion' can both mean a formal proposal that is decided on in an assembly or in politics. 'Antrag' is the more general word and fits in many areas, for example in associations, committees, or parliaments. 'Motion' is much more specific: it is used especially in Swiss politics and is addressed to the government so that it works out or undertakes something. Learners may confuse the words because a Motion is a kind of Antrag. Outside this Swiss political context, 'Antrag' is usually more natural.
