The word is made up of 'die Partei' (the party) and 'der Chef' (the boss). So it literally means 'boss of the party' and is therefore easy to understand.

'der Vorsitzende' and 'der Parteichef' can both mean a person who leads a group or organization. 'der Vorsitzende' is more general and fits associations, parties, boards, or meetings. 'der Parteichef' only fits a political party and sounds somewhat more journalistic or colloquial. The words can be confused when talking about a party, because the party leader there is usually the chairperson. Outside politics, however, you do not say 'Parteichef'.
