'der Fahrer' and 'der Passagier' both belong to situations involving means of transport, but they have opposite roles. The driver operates the vehicle. The passenger travels along, but does not drive and is not part of the crew. The words can be confused because both can appear in a bus, train, car, or airplane. The simple question is: Who is driving or operating the vehicle? That is 'der Fahrer'. Who is only traveling along? That is 'der Passagier'.
