In the phrase 'Wert legen auf' (to place value on), you say directly that something is important. A 'Priorität', however, mainly describes what comes before other things or should be done first. Learners may confuse the words because both sound important. If it is about a firm belief, 'Wert' fits better. If it is about order, precedence, or planning, 'Priorität' is more precise.
