You can bring information 'an die Öffentlichkeit' (make it public) or show yourself 'in der Öffentlichkeit' (in public). 'Rampenlicht' more strongly means that someone is at the center of attention. The words can be confused because both involve being publicly visible. But not everything in public is in the spotlight: when you are 'im Rampenlicht' (in the spotlight), you receive special attention.
