'sicher' and 'souverän' can both describe someone acting without much uncertainty. 'sicher' is more general: you are convinced of something or do something without hesitation. Learners may confuse the words because both can fit a strong, confident manner. If you only want to say that someone is not unsure, 'sicher' fits. If you want to emphasize that someone seems especially professional and in control, 'souverän' is more precise.
