It can be a structure from which people draw water, or also a decorative installation with water. 'Springbrunnen' is more precise: in this case, water is sprayed upward, for example in a square or in a park. The words can be confused because a 'Springbrunnen' is a kind of 'Brunnen'. If the jets of water are important, 'Springbrunnen' is more precise.
