'Sympathisch' (likable) means 'nice' or 'lovable'. It is not the same as the English word 'sympathetic', which means 'mitfühlend' (compassionate).
Mein neuer Nachbar ist wirklich sehr sympathisch.

To express who finds a person likable, a construction with the dative is often used. The person who has the feeling is in the dative.

A very common way to use this word is with the verb 'finden' (to find). The person you find likable is in the accusative.

'nett' and 'sympathisch' can both describe a person positively. 'nett' often says that someone is friendly and behaves pleasantly. 'sympathisch' describes more strongly how someone comes across to us: we like the person or have a good feeling about them. The words can be confused because nice people are often also likable. But someone can act nicely without you finding them especially likable. 'nett' fits more with behavior, while 'sympathisch' fits more with personal impression.
