A 'Tagung' is more specific and sounds more specialist: usually experts, academics, or members of an organization meet there, often for a whole day or several days. They talk about specific topics and exchange ideas. Learners may confuse the words because a Tagung is always also a Veranstaltung. But you would not normally call a concert or a summer party a 'Tagung'. For specialist meetings, 'Tagung' is more precise.
