'Umgebend' (surrounding) is the present participle (Partizip I) of the verb 'umgeben' (to surround). The verb 'umgeben' is inseparable and means that something is all around something else.

Sentence structure and usage
This word is used almost exclusively as an adjective before a noun (attributive use). It must then be declined like any other adjective. Using it alone after a verb like 'sein' (to be) is very rare and sounds unnatural.
