The two meanings are easy to distinguish by the sentence structure. If 'umso' appears in a sentence with 'je', it expresses a relationship. If it stands alone before a comparative, it intensifies it.

In this construction, 'je' introduces a subordinate clause, so the verb comes at the end. The 'umso' part is a main clause, in which the verb comes directly after the comparative.

As an intensifier, 'umso' always comes directly before an adjective or adverb in the comparative, e.g. 'besser' (better), 'wichtiger' (more important), 'mehr' (more).

Viel and umso can intensify a comparative. Viel directly describes how large the difference is, while umso takes up an additional intensification from the context, for example through a reason or a previous expectation. Use viel for a direct comparison, and umso for context-dependent intensification.
Weil wir die Abkürzung nehmen, ist der neue Weg umso kürzer.
Because we are taking the shortcut, the new route is all the shorter.
Der neue Weg ist viel kürzer als der alte.
The new route is much shorter than the old one.
