In formal or elevated language, it means to grant or permit someone something. This meaning is often negated.

'Vergönnen' is an inseparable verb. The prefix 'ver-' remains firmly attached to the verb 'gönnen' in all tenses and sentence positions.

In this meaning, the verb needs two objects: the person whom you do not begrudge something is in the dative, and the thing that you do not begrudge is in the accusative.

Gönnen and vergönnen can both express granting someone happiness, success, or enjoyment without envy. Gönnen is the neutral, everyday form, while vergönnen sounds more elevated and often explicitly conveys a lack of envy or a solemn tone. In ordinary conversation, gönnen is usually the better choice; vergönnen also works in a more formal style.
