'lieben' and 'verliebt' both have to do with strong positive feelings. 'lieben' is a verb and describes love or a very strong liking. 'Verliebt' is an adjective and usually describes the state at the beginning of romantic feelings: you think a lot about a person and feel strongly attracted to them.
