Both verbs refer to future events. Ankündigen means to communicate a planned event publicly or officially; voraussagen means to make a prediction about the future. Use ankündigen when someone is planning or publicizing the event, and voraussagen when someone is assessing how it may develop.

The weather service predicted heavy rain in the park for Saturday.
