A 'Vorbehalt' more often shows that someone does not yet fully or finally agree. This can be a condition, but also a concern. Learners confuse the words because both can limit agreement. 'Bedingung' sounds more direct as a clear requirement; 'Vorbehalt' fits when something is still uncertain or not final.
