'die Agenda' and 'das Wahlprogramm' can both describe political goals and plans. 'Wahlprogramm', however, is more specific: it is a party's official document before an election, containing its promises and plans. 'Agenda' is broader and can mean any plan with goals, even outside elections. Sometimes 'Agenda' also suggests a strategy that is not stated completely openly. Learners may confuse the words because both occur in politics. When you are talking about the official program before an election, 'Wahlprogramm' is the more precise word.
