'weil' and 'wegen' both give a reason. The most important difference is the grammar. 'weil' is a conjunction and introduces a subordinate clause with a verb: you say what happens or happened. 'wegen' is a preposition and comes before a noun or pronoun, for example 'wegen des Regens' (because of the rain) or, colloquially, 'wegen dem Regen'. Learners confuse these words because both answer the question 'Why?'. If you need a whole clause with a verb, use 'weil'. If you are only naming a thing or a reason as a noun, 'wegen' fits.
