'reflektieren' and 'zurückblicken' can both mean that you think about something. 'zurückblicken' always looks toward the past: you think about earlier events or a past period of time. 'reflektieren' is more general and emphasizes careful thinking and examination. You can reflect on the past, but also on a decision, a problem, or your own behavior. If you simply mean that someone is thinking about earlier times, 'zurückblicken' fits well. If you want to show that someone is thinking something through more carefully, 'reflektieren' is more precise.
