'Zuvorkommen' (to beat someone to it / to preempt / to anticipate) is a separable verb: in a main clause, 'zuvor' is separated from the verb; in a subordinate clause, the verb stays together. In the infinitive with 'zu', 'zu' goes between 'zuvor' and 'kommen'.

Typical collocations are 'einer Entlassung zuvorkommen' (to preempt a dismissal), 'einer Kündigung zuvorkommen' (to preempt the termination of a job or contract), and 'einer Entscheidung zuvorkommen' (to preempt a decision).

When referring to wishes or needs, either the person concerned takes the dative case, often with 'in seinen/ihren Wünschen' (in his/her wishes), as in 'jemandem in seinen Wünschen zuvorkommen' (to anticipate someone's wishes), or the wishes or needs themselves take the dative case, as in 'den Wünschen der Gäste zuvorkommen' (to anticipate the guests' wishes). A phrase such as 'mit einem zusätzlichen Shuttlebus' (with an additional shuttle bus) indicates the means.
