'besetzen' and 'annektieren' can both have to do with a foreign territory and military power. 'besetzen' means that a country or an army controls a territory. But that does not automatically mean the territory officially belongs to that state. 'annektieren' goes further: a state incorporates a foreign territory into its own state territory, usually against the will of the people there. The words can be confused because an annexation often happens after an occupation. Memory aid: 'besetzen' means to control; 'annektieren' means to annex or absorb into one's own territory.
