The word is made up of 'ein-' and the stem of the verb 'wohnen' (to live). An 'Einwohner' (resident) is therefore literally someone who 'lives inside' a place.

'Bürger' more strongly emphasizes legal or political belonging, meaning rights, duties, or participation in decision-making. In a city, many Einwohner can also be Bürger, but the focus is different. Learners may confuse the words because both are often used with cities and countries. For numbers and place of residence, you usually say 'Einwohner'; for rights and politics, 'Bürger' is more likely.
