'halten für' and 'erachten als' can both express an opinion or assessment. 'halten für' is much more natural in everyday language and is often used in conversations. 'erachten als' or 'erachten für' sounds more formal and is more suitable in written texts, reports, or official language. The words can be confused because they are similar in meaning. The most important difference is style: in normal conversation you usually say 'Ich halte das für wichtig' (I consider that important), while in a formal text you are more likely to say 'Wir erachten das als wichtig' (We consider that important).
