'der Wert' and 'die Norm' can both describe something that people use for orientation. For people, 'Werte' are important beliefs, for example fairness or responsibility. A 'Norm' is more like a rule or benchmark that says what is considered normal, allowed, or required. In technology, medicine, or work, 'Werte' can be measured numbers, while a 'Norm' describes the expected range or fixed requirement. The words are easy to confuse because values can be compared with norms. In that case, the value is the number or belief; the norm is the benchmark.
