'der Türke' and 'der Osmane' can both have to do with people from the Turkish or Ottoman world. 'der Türke' is used today for a male citizen of Turkey or for a man who belongs to Turkish culture or ethnicity. 'der Osmane' belongs mainly in a historical context: it means an inhabitant or member of the Ottoman Empire or of the Ottoman ruling dynasty. The words can be confused because the Ottoman Empire is historically closely connected with present-day Turkey. For the present day, 'Türke' is usually correct. For the period before 1922 and the Ottoman Empire, 'Osmane' is more precise.
