'der Kongress' and 'der Parteitag' can both be large meetings where people discuss issues and make decisions. 'Kongress' is broader: it can be used for science, work, organizations, or even parties. 'Parteitag' is much more specific and belongs to politics. It refers to an official meeting of a political party, where, for example, platforms are discussed or people are elected. The words can be confused because a Parteitag can seem like a political Kongress. If it is clearly about a party, 'Parteitag' is the more precise word.
