to explain / declare

'erklären' and 'proklamieren' can both mean that something is announced officially or clearly. 'erklären' is more general and can also be used in formal situations, for example when a person or institution announces a decision. 'proklamieren' sounds much more solemn, public, and often historical or political. It can also sound exaggerated if someone announces something very loudly or theatrically. Learners may confuse the words because both have to do with an official statement. For normal announcements, 'erklären' is a better fit; 'proklamieren' needs a grand, public tone.
